Hands down, one of the most confusing stories I've ever written. I remember having pages and pages of maps, historical info, and for-my-eyes-only government documents spread out in front of me trying to piece together exactly who owns what pieces of land in Victoria's harbour. Since the story was published, there has been some movement in a positive direction but I suspect it'll be a while before anyone really has a firm grasp on who owns what in the harbour. For now, hope this story helps.
